Previo dictamen del Consejo de Estado, el Gobierno codificará las disposiciones de la presente Ley con las de la Ley 28 de 1979 , articulándolas para formar con ambas un solo estatuto electoral. La nueva numeración empezará por la unidad; los artículos, títulos y capítulos se nominarán y ordenaran conforme a la distribución de materias y las concordancias se armonizarán con la nueva numeración de los artículos.
