A fin de dar cumplimiento en lo ordenado por el artículo anterior, el Gobierno deberá incluír en el proyecto de Presupuesto de cada vigencia fiscal la suma de tres millones de pesos ($ 3.000.000.00), hasta por cinco (5) años, si fuere necesario.
