Artículo primero. Autorízase al Jefe del Departamento de Agricultura para establecer campos de demostración y de producción de semillas de algodón en las regiones del país que, a juicio de la Comisión Técnica del Cultivo del Algodón, sean necesarios para fomentarlo y facilitar a los agricultores semillas en condiciones apropiadas para mantener la buena calidad de la fibra y el mejor rendimiento de las cosechas.
