Del próximo año escolar en adelante el Gobierno organizará en la capital de la República una Escuela Normal Superior de varones, con becas que distribuirá entre los Departamentos en proporción de una por cada 50,000 habitantes y que serán adjudicadas por los Consejos de Gobierno de los respectivos Departamentos.

Parágrafo

La proporción de una beca por cada 50,000 habitantes puede ser modificada con el objeto de aumentar el número de ellas, cuando el Ejecutivo lo juzgue conveniente.
