El Banco Central Hipotecario y el Instituto de Crédito Territorial quedan facultados para reestructurar su cartera de vivienda de interés social para ajustarla a los términos y condiciones previstos en la presente ley. En desarrollo de esta facultad, el BCH y el ICT podrán extender plazos, refinanciar saldos de capital, capitalizar, renegociar o condonar intereses, financiar costas judiciales y novar contratos de mutuo con interés.
