Art. 3.º Auxíliase asimismo con 100.000 hectáreas de tierras baldías, inmediatas á la vía expresada, al Departamento dicho de Boyacá, para el fomento de las nuevas poblaciones que se establezcan en la región que atraviesa la misma vía, las cuales serán adjudicadas conforme a las leyes, para que el Gobierno departamental las distribuya como lo tenga a bien entre los pobladores.
