El Gobierno Nacional apropiara necesariamente dentro del Presupuesto de la próxima vigencia los $3.000.000 .00 que se destinan por el artículo anterior y en caso de no hacerlo queda facultado para hacer los traslados dentro del Presupuesto de la respectiva vigencia o en las subsiguientes.
