Autorizase igualmente al Gobierno para que cuando lo estime conveniente proceda comprar el buque-escuela Bogotá , invirtiendo en esa compra las sumas de dinero que se hayan recogido por medio de las suscripciones populares. Si llegare a faltar alguna suma de dinero para completar el precio, queda ampliamente el Gobierno autorizado para completarla con los fondos nacionales, para lo cual podrá votar el crédito o créditos que sean necesarios, cosa que podrá hacer en cualquier tiempo.
