Cuando el Congreso o cualquiera de sus Cámaras o las Asambleas Departamentales tengan por ley o por ordenanza la facultad de hacer nombramientos, se entenderá que tales entidades pueden ejercer esa atribución desde la sanción de la ley o de la ordenanza que dispone el nombramiento.
