El Gobierno establecerá las sanciones que garanticen el cumplimiento de las normas sobre salarios y pensiones. Las multas que se fijen por este concepto, en general todas las dispuestas por las autoridades laborales y las impuestas por violaciones al control de precios y por acaparamiento o especulación se cobrarán por jurisdicción coactiva, y su valor deberá consignarse previamente a la interposición de cualquier recurso sobre ellas. Los dineros recaudados por estas multas lo entregara el Gobierno por partes iguales al Servicio Nacional de Aprendizaje (SENA), y al Instituto Colombiano de Seguros Sociales (I.C.S.S.).
