Para la construcción de edificios destinados a escuelas primarias e industriales, la Nación contribuirá con el cincuenta por ciento (50%) de su costo, siempre que los Municipios en los cuales se construyan aporten los terrenos apropiados para tal fin, además el cincuenta por ciento (50%) restante del valor de las edificaciones.
