Modifícase el artículo primero del Decreto legislativo número 3320 de 1953, por el cual se autoriza la emisión de unos títulos de deuda pública interna, en el sentido de disponer que los intereses a la rata del tres por ciento (3%) anual, que devengarán las libranzas a que dicho Decreto se refiere, se pagarán por cuatrimestres vencidos, y no trimestralmente.
