º. El Gobierno Nacional podrá realizar sustituciones en su portafolio de inversiones con sus entidades descentralizadas sin operación presupuestal alguna. De igual forma podrá recibir de aquellas, como pago de los excedentes financieros que autorice el CONPES, un equivalente representado en acciones.
