º . Para que el Ministerio de Guerra conceda permisos sobre importación de pólvora gruesa para minas, dinamita, detonadores, gelignita y demás explosivos de usos industriales, es necesario se compruebe por el interesado que dichos elementos están destinados a determinada obra industrial. El Ministerio restringirá los permisos que se soliciten, reduciéndolos a la cantidad que juzgue indispensable para el desarrollo de los trabajos de la respectiva empresa ó entidad.
