Articulo 19 . La exploración superficial será libre en todo el territorio de la República, cuando se haga en busca del petróleo de propiedad nacional; mas cuando haya de hacerse en superficies de propiedad particular, se hará necesario dar aviso al dueño, quien no podrá oponerse en ningún caso, pero sí hacerse pagar del explorador el valor de los perjuicios que se le ocasionen. Es entendido que dicha exploración no constituye otra expectativa de derecho que la preferencia otorgada al primer proponente conforme al numeral 1º del artículo 21 del presente Código.
