º Podrá contratarse la prestación de servicies transitorios y especiales que no sean de cargo del Estado con entidades oficiales, semioficiales e institutos descentralizados o con personas jurídicas de derecho privado que cumplan funciones dé, interés público, cuando el servicio sea indispensable para la seguridad del conglomerado social o para la economía nacional.
