En todos los establecimientos destinados al cumplimiento de penas o medidas de seguridad, se clasificarán y mantendrán en departamentos separados, los grupos de recluidos que se encuentren en condiciones psíquicas y físicas afines, para lo cual se tendrá principalmente en cuenta el hecho cometido, la vida anterior del condenado y sus capacidades para el trabajo.
