Esta Ley regirá desde su promulgación; Pero el Gobierno la reglamentara con la necesaria anterio ridad y estará autorizado para tomar todas las medidas prepara torias necesarias para, asegurar, el correcto funcionamiento del registro civil.
Queda igualmente autorizado el Gobierno para abrir en cualquier tiempo los créditos necesarios para cubrir los gastos que demande la implantación de la presente Ley.
