Las partidas de que trata la presente ley se incluirán de preferencia en el presupuesto de la próxima y sucesivas vigencias, y en cuanto no se hicieren las respectivas apropiaciones, facúltase al Gobierno Nacional para abrir los créditos extraordinarios o verificar los traslados de partidas, a fin de darle pronto cumplimiento a la presente ley. La Contraloría General de la República vigilará la inversión de tales fondos.
