La inspección técnica y la fiscalización administrativa del Instituto de Fomento Municipal y de la construcción directa o indirecta de las obras que acometa, ese ejercerá por un Ingeniero que tendrá voz pero no voto en la Junta Directiva dl Instituto, o Ingeniero Interventores Seccionales, delegados del aquel, los cuales harán parte de la organización del mencionado Instituto.
