° No obstante lo dispuesto en el artículo anterior, las elecciones de que tratan los artículos 21 y 23 del Decreto 528 de 1964, se harán por el Congreso en sus sesiones ordinarias de 1864, y con posterioridad a la elección, el Gobierno dará cumplimiento a los artículos 23 y 26 des mimo Decreto.
