Para la tramitación de nombramientos, contratos laborales y novedades de personal, será necesario que los Jefes de Personal y los Jefes de las Divisiones Delegadas de Presupuesto, o quienes hagan sus veces en los establecimientos públicos, certifiquen conjuntamente que con esos actos no se excede el valor máximo autorizado para las nóminas de personal.
