ARTICULO 3o. A los municipios de que trata el artículo 1º del Decreto 1457 de 1991, podrán ingresar del exterior, libre de impuestos y derechos, los productos básicos para el consumo dentro de tales municipios, que sean ingresados por personas naturales, siempre y cuando tales mercancías se encuentren dentro de la lista y de los cupos que para tal efecto señale el Ministerio de Hacienda y Crédito Público.
