Si después de inspeccionarlos, hallare el funcionario de visita que los documentos que deben entregársele están presentados y preparados de conformidad con la ley, expedirá el recibo correspondiente firmando y sellando una copia completa de ellos para el capitán de la nave. Certificado que sea por las autoridades sanitarias que la patente de sanidad está en orden, y tan pronto como a ello lo autorice el Administrador de Aduana después de hecha la correspondiente solicitud por el agente de la nave, dicho funcionario de visita extenderá, en la forma establecida en los reglamentos, el permiso para desembarcar o embarcar pasajeros y carga.
