amends ley 38/89

El artículo 42 de la Ley 38 de 1989, quedará así:

"Una vez cerrado el primer debate, se designarán los ponentes para su revisión e informe en segundo debate, tanto en la Cámara como en el Senado. El segundo debate podrá hacerse en sesiones plenarias simultáneas e inmediato".
