El concurso se anunciará con tal anticipación, que puedan presentarse a él aspirantes de todo el territorio nacional, y será comunicada su fecha, especificaciones de la beca y demás condiciones, en nota especial a todos los Directores de Educación Pública de los Departamentos, para que éstos, a su vez, hagan las publicaciones debidas en los diarios de su respectiva sección.
