Articulo 4° El Ministerio de Correos y Telégrafos queda facultado para rebajar por medio de resoluciones las tarifas que se establezcan conforme a este Decreto en los trayectos o circuitos en que las condiciones de la comarca indiquen la conveniencia de tales rebajas, para estimular el uso del servicio telefónico nacional.
