El Ministerio de Hacienda y Crédito Público debe aprobar previamente en la forma que prescriban los reglamentos de este Estatuto las adiciones, traslados o reformas que pretendan realizar los establecimientos públicos a sus presupuestos, y el destino que debe dárseles atendiendo a la naturaleza de cada entidad. Si tales cambios afectan los gastos de inversión y desarrollo, se consultará previamente el Departamento Nacional de Planeación.
