Mientras se constituye el Consejo Administrativo de los Ferrocarriles Nacionales de que trata la Ley 29 del corriente año y resuelve lo que estime conveniente al respecto, los ferrocarriles departamentales podrán correr sus propios trenes sobre las líneas nacionales, con el exclusivo objeto de transportar gratuitamente su combustible, en horas en que no perjudiquen el tráfico, y sometiéndose a los reglamentos que dicten los respectivos Gerentes. Esto siempre que las empresas departamentales aseguren reciprocidad a las nacionales.
