Artículo diez y seis. Cumplidos los requisitos anteriores, se procederá a estudiar las propuestas formuladas y a adjudicar el contrato al mejor postor. Estas funciones las desempeñará un comité formado por el Ministro de Minas y Petróleos, quien lo presidirá, por el Ministro de Hacienda y Crédito público, y por el Ministro de Fomento. Dicho comité desechará las ofertas que no cumplan las condiciones establecidas en este Decreto y en el correspondiente pliego de cargos.
