A partir de la vigencia fiscal de 1949 en adelante, la campaña de sanidad ejercitada por medio de los Centros de Higiene estará a cargo de la Nación, para lo cual se destinara en los Presupuestos de cada vigencia fiscal una suma no inferior a seis millones de pesos ($ 6.000.000), partida que será forzosa inclusión en el proyecto del Presupuesto y Ley de Apropiaciones que presente el Gobierno a la Cámara de Representantes.
