Artículo veinte . La junta de propietarios será válida, cualquiera que sea el número que asista a ella. La no concurrencia de los propietarios a la junta, la consiguiente falta de representante suyo, la no aceptación del representante elegido, su renuncia, ausencia de Cali por más de treinta (30) días, o el Incumplimiento de sus obligaciones, no será óbice para la ejecución de las obras, y el cobro del impuesto.
