En ejercicio de las funciones conferidas por esta Ley no se podrán realizar operaciones de crédito destinadas a financiar gastos de funcionamiento ni celebrar contratos de empréstito con el Banco de la República. Tampoco colocar en él primariamente los títulos de deuda pública interna que se emitan.
