Todo proyecto de ordenanza debe referirse a una misma materia y serán inadmisibles las disposiciones o modificaciones que no se relacionen con el mismo. El Presidente de la Asamblea rechazará las iniciativas que no se ajusten a este precepto, pero sus decisiones serán apelables ante la misma Asamblea.
