Autorizase al Gobierno Nacional para que, de conformidad con el mandato contenido en el Artículo 1o de la Ley 50 de 1945 , una vez adquirido el ferrocarril que en la actualidad comunica a la ciudad de Cúcuta con la frontera de Venezuela, pueda, sin sujeción a la nombrada Ley 50 de 1945 , disponer de dicho ferrocarril dela manera que mejor estime conveniente, inclusive el hacer una vía carreteable por la zona donde está construido.
