Art. 23. De las causas de fraude á la Renta de Salinas marítimas conocerán en primera instancia el Administrador de las de la Costa Atlántica, cuando se haya cometido en los Departamentos de Bolívar y el Magdalena, y los Almacenistas de sales de Buenaventura y Tumaco, respectivamente, cuando el fraude se haga por alguno de aquellos puertos.
