Los gastos de cada dependencia tendrán el siguiente orden de prioridad para su giro. Primera: - Servicios personales. - Transferencias de ley (cuota patronal, Caja de Previsión Social, Instituto Colombiano de Bienestar Familiar, Caja de Compensación Familiar). - Aporte a COINCO para programa Gestión Delegada (Agentes Fiscales). - Servicio de la deuda. - Gastos generales. Tercera: - Demás transferencias y gastos de inversión. No podrán emitirse ni refrendarse giros, ni hacerse pagos cuando se hicieren en contravención a lo dispuesto en el presente artículo.
