El Ministerio de Agricultura y Desarrollo Rural señalará las condiciones bajo las cuales se otorgará el visto bueno de que trata el artículo segundo del presente decreto, teniendo en cuenta los lineamientos adoptados por el Consejo Superior de Comercio Exterior y en especial la necesidad de garantizar un excedente de leche no inferior a 6.139 toneladas con el fin de asegurar el adecuado abastecimiento del mercado nacional.
