Vinculación de la Nación y los Departamentos a obras regionales o sectoriales. En adelante, donde quiera une exista una asociación de municipios, la Nación y el Departamento, preferentemente, podrán vincularse a la proyección, financiación y ejecución de obras regionales o sectoriales a través de aquella entidad.
