º. La competencia para investigar y juzgar las conductas tipificadas en los artículos 1o. y 2o. del presente Decreto, corresponderá a los jueces de orden público en primera instancia y al Tribunal Especial de Orden Público en segunda instancia, con sujeción al procedimiento especial que rige para esta jurisdicción. Artículo tercero. El presente Decreto rige a partir de la fecha de su publicación, se aplica a los delitos cometidos desde su vigencia y suspende transitoriamente los artículos 125, 126 y 127 del Código Penal y las demás normas que le sean contrarias.
