Se entiende por plan y programa de Desarrollo Económico y Social del orden departamental, un conjunto de normas que permite ordenar, regular y orientar las acciones de los sectores público y privado en los aspectos sociocultural, económico-financiero, físico-territorial y jurídico-administrativo, con el fin de mejorar la calidad de vida de los habitantes y utilizar en forma optima los recursos existentes.
