Los Departamentos, Intendencias y Comisarías prestarán asistencia técnica, administrativa y financiera a los municipios para la constitución de los Fondos de Vivienda de Interés Social y Reforma Urbana, así como respecto de la aplicación de los instrumentos administrativos, financieros y técnicos que en desarrollo de las normas previstas en la presente Ley requieran las entidades municipales.
