º Toda persona que pretenda actuar como operador de transporte multimodal debe obtener la habilitación correspondiente del Ministerio de Obras Públicas y Transporte, previo estudio de la solicitud por parte del Comité Asesor. Esta habilitación reemplaza la contenida en el literal a) del numeral 2 del artículo 14 del Decreto 2402 de 1991.
