Art. 2.° Los tribunales y juzgados inferiores de los estados son jueces nacionales de instruccion i tienen el deber de ausiliar i cumplir los despachos o mandamientos ejecutivos que libren en ejercicio de la jurisdiccion coactiva los empleados federales a quienes por las leyes se atribuye esta facultad.
