De la calificación de las fallas. Para efectos de la sanción, las faltas se califican en graves o leves y se aplicarán de acuerdo con la naturaleza y efectos de la falta, las circunstancias en que se, cometió, los motivos que condujeron a su autor a cometerla y los antecedentes personales del infractor
