Traslado de Competencias. Para el logro de estos objetivos, la Superintendencia de Transporte asumirá las funciones de inspección, control y vigilancia que, respecto de ellos, corresponden actualmente al Ministerio de Transporte, la Superintendencia General de Puertos y las otras entidades adscritas o vinculadas a aquel, sin perjuicio de las funciones atribuidas a las entidades territoriales, y teniendo en cuenta las excepciones consagradas en el presente decreto.
