De conformidad con la parte final del inciso 1° del artículo 12 de la Ley 37 de1931, de la participación que corresponda por concepto de hidrocarburos a los Departamentos destinarán estos no menos del treinta por ciento (30 por 100) para la construcción de vías carreteras que comuniquen la respectiva región petrolera con la capital del mismo Departamento.
