Excepción. Excepcionalmente el Ministerio de Transporte - Subdirección de Transporte -, podrá expedir permisos especiales y transitorios debidamente motivados en forma individual a un transportador fluvial privado para transportar carga propia que no sea del giro ordinario de su actividad económica.
