º. Fundamento del régimen específico . De acuerdo con la Ley 443 de 1998, la Registraduría del Estado Civil goza de un régimen específico de carrera administrativa, que se regirá por el presente decreto. En lo no previsto en él se aplicarán las disposiciones generales sobre carrera administrativa para la Rama Ejecutiva del Poder Público.
