º DETERMINACIÓN DE LA PLANTA. La planta de Agentes de la Policía Nacional, será fijada anualmente por el Gobierno Nacional de acuerdo con las necesidades de la Institución. El Gobierno fijará la planta que debe regir para cada año antes del 31 de marzo y cuando no lo hiciere, continuará rigiendo la que se encuentre vigente incrementada en un cinco por ciento (5%). En casos especiales, el Gobierno podrá modificar la planta fijada para el año respectivo.
